About Tilbury

Nestled in southwestern Ontario between Lake St. Clair and Lake Erie, Tilbury is an affordable community thriving within Chatham-Kent. Turn of the century architecture, public gathering spaces, friendly merchants and prominent Anglophone and Francophone populations contribute to Tilbury's charm. Free abundant parking, wide sidewalks and proximity to Highway 401 and Highway 2 make the town accessible to all.

Established in 1887, Tilbury, one of the twenty-three communities of Chatham-Kent, is located in the heart of Southwestern Ontario, nestled between Lake Erie, Lake St. Clair and Lake Huron. Strategically located along Highway 401 and Highway # 2 or Queen’s Line, Tilbury’s great location, combined with the availability of a skilled workforce and the proximity to the U.S. marketplace, makes it a perfect fit for industry.

Tilbury’s business community also continues to grow with retail in our downtown sector and along Queen’s Line (Mill Street).

The population of the town itself is 4500 but Tilbury draws from an area of approximately 20 000. English is the first language but there is also a Francophone presence supported by the Francophone Ecole Ste Francis, just one of the many public, separate, secondary and Montessori schools in the area.

A rich variety of cultural and recreational opportunities is available for the enjoyment of residents and visitors alike Tilbury has hiking trails, an eighteen hole golf course, and a full range of services including playgrounds, well groomed athletic fields, a public swimming pool and beautifully landscaped parks.

To create and enhance a vibrant and attractive downtown core with business owners actively involved in promoting cultural, commercial, and recreational activities that appeal to all ages.
Our Mission
The BIA is the voice of its central business community. They are committed to improving and promoting the Area through investment and advocacy to maintain the Municipality’s position as a premier shopping, business, and entertainment destination.
Introduction to Tilbury BIA
The Tilbury BIA or Business Improvement Association is a committee of council established by the municipality that allows local people and commercial property owners and tenants to join together and, with municipal support, to organize, finance and carry out physical improvements and promote economic development in their district.

Governance and Funding

The Tilbury BIA is governed under the specific business improvement area provisions in the Municipal Act 2001. Its funding comes from a municipal levy recommended by the local BIA and approved by council.

Board of Management

Tilbury’s BIA board of management consists of up to 10 directors. It is unique in that, originally set up by the former Tilbury council, its BIA area was further expanded through a change in by-laws in 1986 to include all businesses in Tilbury. All property owners and those tenants who contribute to local municipal taxes are considered members of the BIA. Excluded are institutions. Tilbury’s BIA also makes allowances for inclusion of such organizations, service clubs, and businesses outside of the Tilbury area itself by providing associate memberships.

People also refer to the geographic area designated by the municipality as the BIA area as the BIA or Business Improvement Area.
